As both you and Hal have posted, and quoting Terminal Help>Shortcuts for Terminal:

But the only way I've gotten to a "^C" dialog is with control-option-C or control-shift-C (entered in the same shell within which "dd" is running).

Control-C causes my Terminal window to lose focus, and even after reselecting the window and repeating the command "dd" is still running.

I have to assume that I'm doing something wrong, but damned if I can figure out what it is. confused frown

(It shouldn't have any bearing on the issue, but for what it's worth, I did an erase and install less than a week ago.)
