Nothing more than an explanation, or perhaps just an insight, apparently.

I checked the Safari box in Apps/System Settings > AppleIDPrefPane > iCloud, and my Safari and STP bookmarks synchronized with no further ado.

I then turned off my Internet, and the two sets of bookmarks remained in sync when I added/deleted a new bookmark.
