According to what I am seeing about features of V11.3 of Big Sur, one of them is "More customization options in Safari". Do not know what that means, but maybe there is newer version of Safari that might address the issue.
ppIf you want to see the future of Safari, you can get it here. Note that not all the features that are previewed will make it into a released version of Safari but most will. Once you install it, it will be included in System Preferences > Software Update updates, not App Store updates.
