I just spent time chatting with Apple (and it was quite a bit of time) and the best that they could do was to suggest reinstalling Big Sur. I try that but the workaround is so easy (taking less than half a second) that it may not be worth the time. The suggestion sounds suspiciously like a Windows idea...
Considering that the issue arose in 14.02 and has been perpetuated in 14.03, I don't see trying a reinstall as anywhere near worth my time.
The bug is ridiculously non-critical, and the existing fix is ridiculously easy.
