Cabinet members derive their authority to act in that case because they have been nominated by the President and approved by the "advice and consent" of the Senate. Trump has methodically gotten rid of any cabinet member that doesn't worship at his outhouse and appointed "acting" replacements, without any intention of. submitting anyone to the Senate for approval. Arguably, as "acting" cabinet members they lack the authority to act in the event of an incapacitated President. Besides that, Trump could easily fire them if they show any semblance of authority.

Like a rejected spoiled child, Trump appears determined to do as much damage to the nation as possible on his way out the door. Even to leaving the government totally shut down unless some GOP Senator grow some backbone. Perhaps in hopes the electorate will change their minds and proclaim him as President for life.
