That should stick. It's possible that you have a corrupted preference file. Quit Mail. Move ~/Library/Preferences/com.apple.mail.plist to the desktop and relaunch Mail. (You may have to reset your preferences, of course.) If the problem is solved, you can trash that plist. If not, quit Mail, move the plist back, and relaunch Mail.
