My Early 2009 White MacBook/2.0GHz Core 2 Duo/OS X 10.5.7 shows this:

/Library/Keyboard Layouts is empty

/System/Library/Keyboard Layouts/AppleKeyboardLayouts.bundle

Google hits indicate that the absence of AKL.b is your problem and that copying it from another Mac will restore keyboard functionality to your Mac, but I can't vouch for the bundle's compatibility between all Macs and OS X versions, so you'll have to experiment. (OS X will ask you to verify with your password before it allows you to install the bundle.)

Alternatively, you can use Pacifist to extract the bundle from your install disc and install it.
