I wonder if there was perhaps some image to TopSites.plist that might be solved by the old trick of deleting it and allowing the app to recreate it?
Well, I've tried everything else I could think of, and my banned Top Sites have reverted to unbanned status under circumstances that I haven't been able to pin down after each try, so I'll try trashing the plist.
