Joe, others, new update Sept/ 2018; I figured it out but still don't what to do:

It's my ATT cable modem and if the iphone is has wifi turned on.

If i turn Wifi off, then problem goes away. But problem is not solved as I have to turn wifi on/ and off. on off, weird bug..

Also tested wifi in Starbucks and one other place and issue did not happen.
