I was just thinking the same thing, but then it occurred to me... where are the adults? I could see China as a possible peer to NK, but who on earth would put Mr T in his place?
Certainly the EU leaders have tried but Mr T ignores him. Mr T has expressed his admiration of Putin but that is just one bully's admiration for a bigger more successful bully.
