My assumption (again I realize the risk of assuming) is that 6.94 GiB is iOS which is completely consistent with what I find on my 64 GB (59.6 GiB) 12" iPad Pro running the same beta version of iOS.
There are still major discrepancies between your (assumed) 7 GiB iOS installation, Ira's (assumed) 4, and Bob's (assumed) 12.
To what might you attribute that?
