Update:
Just got a notice in the App (blue) icon in the dock that TWO (#2 in red circle) new updates are available . . . iTunes 12.5.2 and a 3rd-party.
Downloaded and installed, as usual. Both show up as "installed in the last 30 days."
Not sure why it works for me. Seems "odd" that the App Store would work in some parts of the continent and not in others. Probably beyond my comprehension anyway.
