2) Trump has people among his handlers who are whacky enough to come up with such an absurd idea. Rudy Giuliani comes to mind

I assumed, and continue to think, that the idea originated with Trump, himself.

I think it's so far-fetched and preposterous that nobody but he would have even considered floating it to rationalize his loss a full week after the debate.
