I've always kept Dashboard turned off, so when I first saw the bar it was populated with only two desktops - I guess your default guess is on the mark. - and I've since deleted one of them.
I thought it would be nice to get rid of the bar entirely, but that doesn't seem to be an option, and it's certainly not any sort of nuisance...merely annoying to an inveterate cleaner.
The new Great Equalizer is the SEND button.
