When I had this problem it was because a motherboard was not properly identified.
hmm that might happen if a tech replaced the motherboard but didn't update the serial number on the motherboard, and it was set to some generic value. You can look that up under About This Mac
That was exactly my case. The tech never registered a new serial number and it was set to "Not available" under "About This Mac".
