I'm not an expert on this aspect, but it would seem to me that if the data arrives super fast and then has to wait for the drive to move into position (yes, an oversimplification), you would be better off with a faster moving drive.

This also seems to make sense if you are reading or writing many small files as compared to a few large ones (e.g., video). Plus, USB 3 is quite fast compared to what you might have previously experienced..
