That's not uncommon and is remedied by simply creating a "Keyboard Layouts" folder in your location of choice. (For what it's worth, my 10.6.8 installation has got /Library/Keyboard Layouts, but it's empty.)

Next, drag the executable file into it, restart your iMac, look for an appropriately named option under /Apps/SysPrefs > Language & Text > Input Sources, select it, and see what you get.
