The Time Machine backups aren't bootable, so it shouldn't be necessary to have a separately-partitioned drive for each.
I've heard, though I haven't verified, that Lion *will* boot from an Apple-partitioned drive, even though DU says you need a GUID-partitioned drive. Third-party cloning programs like Carbon Copy Cloner may be able to clone Lion to an Apple-partitioned drive.
