Yes, that is correct: when using Apple's Installer application.
I purchased a brand-new MBPRo in March with Snow Leopard installed. I then bought and downloaded LION when it was released but did not initially notice the language issue (so I cannot say for sure if it was there when I first installed LION or somehow the discrepancy developed later).
I have also installed the latest LION update 10.7.1, when it was released - but that did not correct the situation.
P.S. I have done some Google searches, as recommended earlier, but have come up with nothing on the matter.
