I just did it again...moved com.apple.loginitems.plist and loginwindow.plist to my desktop and restarted, and once again, loginwindow.plist was recreated, and I've got my expected functionality; how about you in your circumstances?
Note: As I mentioned, com.apple.loginwindow.plist has not been recreated, so on the assumption that it's no longer necessary, I trashed it.
