My first reaction was from a slightly different perspective, as the wording of the comment made me wonder why both first and second world citizens were excluded. If nothing else, that doesn't fit my recollection from my time there in the 80s. To be clear, I had a great time then, and I certainly loved New York and New Yorkers.
