Apparently, some (all?) have discovered that the Library is missing from their Home folder. Perhaps this is to keep users from messing with it? I dunno.
But it is accessible via Finder->Go by pressing the Option key.
Should you wish to have it permanently resident & visible in your Home folder, just copy & paste the following in to Terminal:
chflags nohidden ~/Library/
