Despite the above, I'm still getting this pop-up immediately after web pages load, i.e. before I do anything I consider to be interaction.

Am I misunderstanding the feature?

As I interpret your screen shot, that is a classic pop-up page, not a push notification such as those you see popping out of the upper right hand corner of your screen when you get a new email or text....as such it won't be affected by the new 12.1 change.

Thanks for the clarification.

I wonder, then, why Website Options > Block Pop-up Windows doesn't stop them?

It seems as if as Safari has gotten "better and better", my browsing experience has gotten worse and worse! frown mad

It's an ongoing war between the website programers and the web browser programers....as browsers become more capable of blocking unwanted website activities such as pop-ups, website programers develop new ways to circumvent those blocks.
