mail menu missing

OS 10.11.6 When I open my apple mail, the top menu bar is concealed but when I move the cursor to the top of the screen, it reveals its self.

This seems to be a problem with other users of E/C.

Is there a solution?

It sounds like you may have inadvertently entered Full Screen mode for your Mail app....

With Mail as your active application (i.e., Mail showing next to the Apple in the menu bar - I know that will only be visible with the cursor at the top of the screen...), hit the Esc key to exit Full Screen mode and your menu bar should return to normal.
