Is it just my imagination, or does 10.11 spend a lot more time at the spinning gear when shutting down or restarting?

I've found quite the opposite...that 10.11 shuts down impressively quickly.
10.12 took upwards of a full minute to shut down during the 17 seconds I ran it.

10.12 took upwards of a full minute to shut down during the 17 seconds I ran it. That might depend on which apps you have open when you shut down. For me, shutdown is very quick except when I have Entourage 2008 open. Then, it takes about 20 seconds.

10.11 seems to rely heavily on users having an SSD. On a spinning-rust drive, shutdown and startup do indeed seem slow; on an SSD, they seem to be about the same as Yosemite and El Cap. I suspect the Apple developers are all using SSD-equipped machines, and who knows if they even test on spinning rust.

Many of the public beta testers do use spinning rust and they are not shy about submitting problem reports. That is one purpose of Apple's pubic beta testing program.
