Download email attachment to ipad

I used to be able to download email attachments to my ipad, now I can only send them to the cloud. What gives? It has happened since I downloaded new system.

Mailboxes -> Edit -> Attachments may be what you're looking for.

When I updated to system 9. Can only save a PDF attachment to the cloud.

What's this messages thing in the control panel? Says messages can be sent between my iPad, iPhone and Mac? How do I address them?

If you are referring to Settings > Messages where it says

When I updated to system 9, my performa ran much better!
