grayed out system preferences

iMac with OSX 10.5.8, member of Open Directory/ Network Environment, system preferences controlled bij Workgroup manager. Local installed tablet is not configurable by Open Directory user. Open Directory user is also local admin. Local Admin can configure the tablet? i did try to remove the preference settings from the library and the cache but this did not work.

just to confirm, you have a laptop mac that is bound to your open directory, and are using managed system preferences for some of your network users, but a user logging in on the laptop using a local (admin user) login is also not able to access certain system preference panes?

When this local administrator logs in, does a dialog come up before the desktop appears, asking them what group they would like to use for that session?
