MSN has a Featured Stories window.
When tapping on the headline, it highlights by underlining. However, it does not open the article for reading - regardless of what browser is used. It worked in any browser before the latest IOS update.
Any ideas?

It worked in any browser before the latest IOS update. - Without spending hours on a detailed examination of the code used on the MSN site, it is impossible to tell what the specific issue is.
- It would appear the code on the MSN site has been changed or there is a glitch in the version of WebKit you have installed.
- Functions such as you describe are typically created using either HTML or ECMAScript (a.k.a. JavaScript)
- HTML and ECMAScript are interpreted by the browser's rendering engine, typically WebKit (Apple), Mozilla (Firefox), or Chrome (Google, Chromium, ARC, Microsoft)
- Currently, all browsers in iOS and iPadOS use Safari's WebKit rendering engine. (Supposedly Google is working on a version of Chrome that is compatible with iOS but AFIK it either has not been released or Apple has not approved its release in iOS/iPadOS.)
- The site works normally in Safari 17.0 on macOS 14.0 (Sonoma beta), and in iOS/iPadOS 17.0 (beta).
Given the above, I see two alternatives: - Live with it until the next IPadOS upgrade
- install the iPadOS 17.0 Public beta
