Cropping/ rotating in Preview vs Photos

I'm finally getting good as cropping in both Photos and Preview. Photos has this wonderful rotate feature before crop. Is this in Preview somehow/ somewhere too?

In Catalina 10.15.7 I see "Rotate" in the top right corner of a Preview window.

Sorry, mean selective rotation like in PHotos, or Photoshop, where you are dragging precisely the amount.

Preview does not have that feature. The indispensable Graphic Converter 11, which is at or very near the top of my list of absolutely essential Mac apps, does and of course high end apps like Affinity Photo, Designer, and Publisher.

Joe, thanks, we'll I have Photoshop subscription... $120 year so can bring it into there, but would be nice if preview did that.

Have you see the rotation, in Photos, is suer good.

Just wondering why you're so stuck on having the feature in Preview when it works just fine (...has for me anyhow) in Photos?

Sometimes I bring something up in Preview, not photos, and would like that precise rotation right then and there...

You could change the default for images, (jpg, heif, etc.) to be Photo or Photoshop instead of Preview if it is annoying not to have the feature.

thanks JOe, well preview is more convenient than PS..... so sometimes things end up there.... Usually fast quick, less important things: preview and photos.
