ios 8.2 update?

Someone just told me their wife updated her device (iPhone I assume?) and it got bricked and she's going to have to restore it, and asked me what update has came up.
So I look on my iPhone running 8.1.3 and it doesn't show any update available. Then I get online and find press releases saying 8.2 is out as of Monday. But I don't find any mention of it being recalled.
I checked another iPad here that hadn't been on in awhile and it says 8.1.3 is available as an update, so it does appear that 8.2 isn't available.
Anyone have any more specific information or can verify this?

Well, there's this, but the d/l link is non-responsive. And, then, there's iOS 8.2, which isn't much more informative helpful.

I was unable to get the update to appear in App Store on the iPhone but when I plugged my iPhone into my computer and opened it in iTunes the iOS 8.2 update showed up. On my iPad the iOS 8.2 update appeared in Settings > General > Software Update a few minutes later.

The iOS 8.2 update appeared when my iPhone was charging using an AC outlet.
Back up everything you can't afford to lose: documents, mail, movies, music, photos, and other data and settings.

And, yet, my second link remains a dead end. It is not surprising the MacUpdate link is dead. While some app publishers have links on their sites to web pages that in turn will open iTunes and download the app to the computer, the download and subsequent installation still occurs only through the App Store with or without iTunes as an intermediary. Upgrades and updates to iOS itself can be performed directly through Settings > Software Update or when the iOS device is connected to a computer iTunes may be used as an intermediary, but in either case the iOS device is verified by the App Store before the download begins. Earlier iOS devices and versions required a physical connection with iTunes but more recent devices and iOS versions do not require the physical iTunes connection and can deal directly with the App Store. But they can ONLY download and install apps or iOS via the App Store.

My second link was to Apple's "download" page, not MacUpdate, but it sounds like your post is nonetheless applicable. Edit: I was recently told that you can revert your device to an earlier version of iOS if you're unhappy with the current one, but your post sounds like it's not possible. Update: Within severe limits, it apparently is possible.

The App Store and other Apple services have been sporadically out out on Tuesday and Wednesday.
On a Mac since 1984. Currently: 24" M1 iMac, M2 Pro Mac mini with 27" BenQ monitor, M2 Macbook Air, MacOS 14.x; iPhones, iPods (yes, still) and iPads.

Edit: I was recently told that you can revert your device to an earlier version of iOS if you're unhappy with the current one, but your post sounds like it's not possible. yep, the device contacts Apple's servers to get a "signature" for the installation to work, so Apple can stop "signing" requests for an iOS at any time. They seem to wait 1-2 weeks after an update before they stop signing the prior version. After that, you're outa luck. Even if you have downloaded it, you can't install it. I haven't seen any case where Apple resumed iOS signing after stopping it. It was a big deal when iOS8.1-8.2 were out as they were causing problems, and Apple extended their signing for awhile until 8.1.2 came out which fixed the bugs that necessitated people backgrading to 8.1.0

I installed iOS 8.2 on my iPhone 4S today and it worked just fine. It takes quite a while to complete. I had impatient thoughts to bag it, but I hung on and it finally finished. This was my first try and it was in the afternoon of 12 March 2015.
Mac Pro dual Quad-Core Intel Xeons Early 2008; 16GB RAM; MacOS X 10.11.6, iOS 9.3.5

The App Store and other Apple services have been sporadically out out on Tuesday and Wednesday. yeah, I tried to call AppleCare about my battery and got hung up on three times while on hold waiting for a rep, finally gave up. Will try again tonight. (time's about out on my warranty tho)
