No matter how many times I re-install Flash, whenever I go to a page that requires Flash, it tells me to download the latest version. What gives?

You may want to check out the Mozilla page dealing with Flash and Flash issues in Firefox. To fix your particular problem you may have to uninstall and reinstall Flash, and if you haven't done this before, the reinstall may have to be a manual one.
