I was prevented from submitting a post because I had too many levels of quotes, but after editing it I was still unable to post it: "Your post is already being submitted. The submit button is now disabled."

I was able to post only after going back to the post to which I was responding and starting over.

Huh, weird. That definitely sounds like a UBB.threads bug.
