Am I misunderstanding what that means?

Almost any time I look at "Who's Online" I see any number of "Anonymous" visitors who are "Registering a new user," but, based on the Member #s of new users, FTM's member base seems not to be increasing commensurately.

I'll guess that I've seen in the range of 50 "Registering...s" since #912, and we're now at only #920.

Bots. They click the Register User link but don't complete registration so don't get a member #.

What are the bots doing at FTM? Are they the "Search Spiders" I see or something else?

They're leaving no stone unturned in their quest to make the entire Internet a spam haven.

I guess they're stopped by Captcha?

I just tried to register to see for myself, but checking the box and clicking on the "Proceed" button kept bring me back to the same "agree and proceed" page.

Bug?
