Safari doesn't recognize Flash

I have the latest version of Flash installed and wanted to watch an interview with Ben Carson at this site. When I clicked on the video, I got a message that either Flash was not installed (not true) or that I needed to enable it. The site worked fine in Firefox (I have an appropriate add-on).

How can I enable Flash in Safari?

Safari 10's got a new pref, Prefs > Security > Internet Plug-ins: Allow Plug-ins, that either allows sites to use Flash pursuant to various parameters or denies them its use.

I don't see that one in Safari 10; do you know if it's a function of whether or not you've already got Flash or something new in Safari Technology Preview?

I disabled Flash, and it totally disappeared as an option in the pref pane, so I guess joemike's referenced option is new to the Tech Preview.

I managed to get that site working by enabling it in Click To Flash preferences. (For those who don't know, that's a Safari extension.)

I enabled BBC.com in the Security pane, and it worked after I reloaded the page, but the downside - not quite a bug, though - is that it can't be enabled on a one-shot basis; it's either all or nothing for any particular website.

Further, it would be nice if the option could be enabled without opening the pref pane.
