In Mail/Preferences/Rules, the window that first appears has the diagonal Resize tab in the lower right as normal. But were I to then edit that, or any other rule, the subsequent window would not have the Resize tab.

Is this normal?

the rule edit is a sheet, not a window. sheets that drop down from menubars like that are independent windows of a sort, and can either have or not have a grow tab, depending on how the programmer set it up. in this case, the rules list window has a grow tab, but the edit sheet does not.
