I tried to download "1RegisterClean 10.9.app" but I'm told that it is from an unidentified developer and could not be opened. In system prefs>security & privacy there is no provision to accept 3rd party developers. I'm trying to register iskysoft media converter deluxe and although it is working fine, I cannot register it. iskysoft tells me to "use the clear registration tool on your Mac to remove the former registration record" I was talking to a Mac technician and he didn't know where such a tool might be but did suggest. I opened S/Ps to change it but as I have said, it doesn't allow it.
If anyone knows how to go about this problem, please let me know.

For the first issue, read How to Disable Gatekeeper and Allow Apps From Anywhere in macOS Sierra. I can't answer the question about the registration tool.

YOU DO NOT HAVE TO TURN GATEKEEPEROFF! Whenever you get the "unidentified developer" notification follow these steps in order… - acknowledge the notification by clicking OK in the notification window
- open System Preferences > Security & Privacy > General
- click on the padlock at the bottom of the Security & Privacy window and enter your administrative account password
- a message will appear in the S&P window that XXXX was blocked and do you want to approve opening the app
- click on the approve button below the message
You only have to do that the first time the app is launched, MacOS will remember it has been approved after that. As to the "Clear Registration Tool" I suspect you will find it on the application menu bar. It may be a few levels down in the menus.

You do not have to turn Gatekeeper off! You don’t even have to open System Preferences, as outlined in the second part of the linked Tekrevue article: “Temporarily Bypass Gatekeeperâ€.

I did use that procedure but the first time there was no option to approve but after reading your reply, I again opened S/Ps and there was a reference to my not being able to open a particular file so I assume the computer then put in the option. A minute ago I opened S/Ps and that option is no longer there. If as you say that MacOS will remember from now on, then that wil be fine.
Regarding that "Clear Registration Tool",I couldn't find it anywhere, perhaps they use a different terminology.

Regarding that "Clear Registration Tool",I couldn't find it anywhere, perhaps they use a different terminology. Since that "Clear Registration Tool" is probably a proprietary thing, I suggest that you call tech support again and ask them to direct you to it.

Sometimes developers include uninstallers and that sort of thing as a separate app or script in the install package. I d/l'ed jaybass's app and examined it (with Pacifist) and its menu bar, and I didn't see anything that sounded like it was pertinent to this thread.
