that is a javascript popup message in a web browser

aka "scareware"

go to http://mac-system-alert.com//mackeeper-alert.html and you will see it and it will lock you into a java popup. if you turn on the developer menu in safari, and turn off javascript, you can go to the page without the locking popup.

they're just trying to make money off some suckers.

This is a JavaScript popup; you can tell because the first line reads "the page at xxx says". That's an indication that Chrome is letting oyu know a Web site is creating this alert.

What you've found is a fake antivirus site--a Web site that attempts to scare people into installing malware. The phone number in the alert goes to a well-known overseas scam. You call them (or sometimes, they call you), and they say your computer has a virus and you must install a program to clean it. The program they trick you into installing is, of course...a virus.

I saw that, but although the article deals with Safari fixes, it's details are applicable in at least some respects to all browsers, and it may teach you something the other responders have omitted.
