Disabled SIP & Enabled root user

I just did a clean install and was surprised to learn the my disabling of SIP and enabling of root user were perpetuated by migration.

I wonder if those settings are included in "System & Network Settings" or "Your other files and folders"?

I noticed that also... didn't need to re-enable root. but SIP is an nvram setting, that one I was expecting would carry through.
