unless someone knows of a 3rd party app, (and I haven't seen such) then you are limited to sorting by one of the visible columns, in either ascending or descending order. Duplicates within the selected column are usually then sorted by filename.
afaik the only way around it, and it's popular, is to simply rename the items and use things like preceding spaces etc, or add a number at the start.
Interestingly, finder knows integers and will place 10 below 2 so it's not necessary to use leading zeros.. (whereas it would be above it if sorting by character/alpha only) Just so long as the digits are not touching characters.
The only "do as you please" sorting is icon view, do not keep arranged.
