Setting Photoshop as Default Pic Viewing Program

How do I set Photoshop as the program the system always uses when I click on ANY picture file in Any format without having to control-click or right-button click?

One picture format at a time.
I'm not sure how you would set a preference for "generic picture", but even if you did the preference for each specific type of picture (jpeg, png, etc.) would take precedence. Specific rules win out over generic rules.

Perhaps not quite one picture at a time, but one type of picture file at a time.
Select a jpg, do Get Info... (command-I) and in the window that opens, about half-way down is the "Open with...". Choose Photoshop, then click the "Change all.." button. You could then do this for png types of photos, etc.
Sometimes the 'Change all" does not stick with subsequent files of the same type, but it is better than one at a time every time.
On a Mac since 1984. Currently: 24" M1 iMac, M2 Pro Mac mini with 27" BenQ monitor, M2 Macbook Air, MacOS 14.x; iPhones, iPods (yes, still) and iPads.

If you don't mind spending a few bucks, you might find Magic Launch convenient for doing this.
