At some point, if they become too hostile to the internet in general, they'll find they start having problems with peering relations. There aren't a lot of things you can use to threaten China with, they're your typical beligerant government. But if they find themselves with drastically reduced internet access, I believe that WILL influence their policy. China's economic power hinges heavily on its internet access. Belligerence only works when you can say "I don't care what you do", and truly
