I would be more than pleased to see the perpetrator selected out of the gene pool ... with extreme prejudice. I can think of all kinds of punishments to inflict on the person who did this, such as putting them in a cage ⅔ submerged in water for a week or more, but sadly it is unlikely they would ever understand why they were being punished. I love raccoons, having had a couple as pets when I was a child, and as much as I hate to say this, thank God this time it was a raccoon. Hopefully the perpetrator will be caught and put away before their depravity escalates to humans — if it hasn't already in the form of bullying, spousal or elder abuse, etc.

Well, you know that kids who are mean to animals are often psychopaths, like the Columbine kid, Eric whatever, who seems to be the idol of a creepy cadre. Their thoughts and feelings are abnormal out of the womb. They're too dangerous to be free.
