While attending university I briefly worked for the U.S. Postal Service. I was required to take a vehicle training class. There were some very odd instructions. For example, Postal vehicles are prohibited on freeways that have no shoulders. The thinking was that if there was a breakdown there was no easy way to get a Postal service vehicle to the breakdown and the mail must go through.
Another interesting instruction was if a police car, ambulance, fire truck and Postal vehicle are all converging on a four-way intersection (like the one in the video linked in the above post), who has the right of way? The Postal vehicle! The mail must go through. The instructor did say that this priority no longer existed in California at that time.
