I shut down and restarted, and both Activity Monitor and powerd are well behaved.
It's not like this is the first time I've ever shut down and restarted, so I'm prepared to see the anomalous activity again, and I'm just as unlikely to be aware of its onset as I've apparently been since I upgraded.
