so I guess the restriction only applies to those apps that are installed in /Apps by default?
Not sure. iWeb has been preinstalled on the MBP line, but perhaps not others (idunno). Perhaps it's some minimal set common to all machines... or perhaps their 'master plan' is still evolving.
