iPhone constantly requiring activation

So this is a new one on me.

I recently updated my iPhone 6 (not 6s) to iOS 9, then promptly headed out to the UK--I'm typing this from London.

Ever since I got here, about every 2-3 hours my iPhone freaks out and locks, showing an "Activation Required" message on the lockscreen and requiring me to type in my email address and iCloud password to register it. I don't have data in the UK, and activation requires a data connection--which means when I'm out and about the phone becomes totally useless when it does this. I have to wait until I have a WiFi connection before I activate it.

It's been doing this, seriously, about every two hours since I got here and it's driving me absolutely mental. When it locks up, I can't even use the camera. And there's nothing I can do until I get access to WiFi again.

Googling has turned up nothing. Restoring from backup has had no effect. I haven't had time to make it to an Apple store.

Any ideas?

Isn't there a window of opportunity to revert to iOS 8 that may still be open?

We've left the UK and are currently in Belgium, and thankfully (knock wood), it seems to have stopped doing it, or at least it hasn't done it since we've been here. We're leaving the day after tomorrow for the Netherlands, so it'll be interesting to see if it starts doing it again.

We are! The tour hasn't exactly been fun; we're three weeks into it and it's been nothing but work. (We had 4 events in 3 cities over the last two days, for instance.) We are traveling on foot and by train, so life has been...um, I guess you could say "interesting."

We're going to be in the Netherlands in a couple of days and then Germany after that. I will be waiting to see if the activation problems return.
